As command, control communications and intelligence (C3I) systems become capable of producing increasing quantities of operational data, the present method of communication between them is becoming a major obstacle to global system improvements. Since, in theory, more information yields better decisions, the highest communication capability should yield the best decisions. A massive increase in communication capability could alter the tasking of headquarters in unpredictable ways. Limiting the level of C3I system integration puts an undesirable cap on the ability of a headquarters network to function as one system. These are the arguments in favor of establishing the highest possible communication capability in the C3I network. The purpose of this article is to establish that communication by formatted messages (CFM) can meet the communication interoperability needs of the C3I network for the future.
