Describes a load bus assignment procedure which will assign loads to buses so that a desired ratio of power flows on the buses is achieved. The procedure is a heuristic; that is, it will produce a good but not an optimal assignment. The heuristic is motivated by one summarized in the TRW Autonomous Power Management (APM) report (1983). An optimal assignment can be obtained by completely enumerating all possible permutations of loads assigned to buses. If N loads must be assigned to M buses, the number of different permutations is M**N. Since this number grows exponentially with the number of loads, an optimal solution is not practical. Therefore, the whole set of loads is partitioned into smaller groups, solutions are found recursively for the groups, and a solution for the entire set of loads is obtained
