Discusses the Soviet space program. Of the 150 satellites in operation almost half perform command, control and communications (C3) missions. The Soviets have four complementary anti-satellite (ASAT) system: the anti-ballistic missile (ABM) system, the co-orbital ASAT, ground-based directed energy weapons, and electronic warfare. The critical element of space control is space surveillance. Not only is space surveillance required to support tracking, targeting and assessment for ASAT engagements, it is essential to the normal maintenance of satellite systems and to warn of or evaluate enemy ASAT activities. The Soviets operate a fleet of ocean-going space support ships, but the bulk of the surveillance is performed within the borders of the Soviet Union.
