The evolution of TCAS (originally referred to simply as CAS, or collision avoidance system), is discussed. The obstacles that have kept the concept of an airborne collision avoidance system from becoming a reality are examined. It is recommended that steps be taken immediately to design and implement a structure that would bring the policy makers in both government and industry into closer contact with the ongoing research and development process. A first step could be the formation of an aviation policy executive committee made up of the chief executives of such organizations as FAA, ATA, ALPA, etc., which would act as an overseeing body.
