Collision of aircraft, both civilian and military, with birds continues to be a severe flight hazard. Primary hazards to surveillance aircraft and cargo type aircraft are in the takeoff and landing approach zone, and are also vulnerable during low level flight. Airport surveillance radars can be adapted to monitor the bird activity in the vicinity of the airport and the take-off, climbing and landing approach zones. However, in their present configurationm, these radars have relatively high levels of sensitivity time control at close ranges to eliminate clutter, including bird clutter. The ingestion of birds into the engines of a C5-A on takeoff from Dover Airforce Base in the early 1980's nearly resulted in the crash of the aircraft. Subsequently, the authors' laboratory demonstrated that AN/GPN-21 airport surveillance radars, modified for increased sensitivty, could be used to detect bird activity. Bird acitivity is difficult to monitor on conventional radar displays, but by utilizing a digital time-lapse display, the relatively slow flight of birds is emphasized to airfield bird control personnel and airfield controllers. Conventional tracker systems could be overloaded with the large number of bird detections, but signal and image processing could be employed to enable prediction and warning of potential bird hazards.
