The present evoluon of power systems as well as introducing a competitive electricity market is adding to the difficulties of power system control. The coming introduction of electric vehicles from 1998, as a consequence of the 'California Initiative' will also introduce growing amounts of battery energy storage. If electrity utilities will be able to acces portion of this energy storage to assist with power system operation, important benefits could be gained. Continuing fast acces to the energy storage will permit direct control measures for curtailing the variations of consumer demand throughout the total grid, reducinf the peak load demand as well as the providing the means for overcoming the growing technical and financial difficulties now facing large interconnected power systems. In addition, it would eleminate the uncertainty of demand forecasting which provides a serious constraint in the coming competitive electricity market.
