In a few years earth orbiting satellite systems will be available for global personal communications. A person with a single handset will then be able to communicate from any place on the globe to any other person at any other place on the globe. These handsets will have limited power for communication. To minimize the effects of atmospheric attenuation, the satellites must be distributed around the earth in a way that maximizes the up/down link elevation angle. This paper describes an optimization method for distributing satellites optimally to maximize the utility of satellite communication systems. Design trade-offs are shown for currently projected LEO and MEO satellites.
