Over the next five years the DSCS, Skynet and Syracuse (the major allied military satellite systems of the United States, the United Kingdom, and France) will require the procurement efforts begin in order to guarantee continued service. Each satellite system alone will be costly and, given today's tight budgets, may not be affordable if separate systems are developed for each nation. The rising need for replacements, the need for interoperability and desire for affordability of the DSCS, Skynet and Syracuse suggest an opportunity that the three allied nations jointly develop a military satellite program which will support each nations military satellite communications requirements. Those studying the possibility of an international MILSATCOM development have called it the INMILSAT system. To determine wether the development of INMILSAT makes economic sense, the normalized aggregate cost for the development of each of the national systems was compared to the cost of an INMILSAT system. The INMILSAT system was found to be substantially less costly than the aggregate cost of developing the individual national satellites. The countries needing the fewer number of satellites had the greater cost savings per satellite while the USA, with a greater number of satellites, had a smaller cost savings per satellite but had a substantially greater cost savings for the overall system. Questions on the overall program management were addressed including issues of international cooperation, inefficiencies of international multi-vendor manufacturing, and integration.
