A gain efficiency of 10.9 dB mW-1, the highest reported for fibres made by the MCVD technique, was obtained for a fully optimised erbium-doped fibre amplifier with a 0.31 numerical aperture erbium-doped germano-silicate fibre having an improved fibre design for low background loss. Consistently high gain efficiencies were achieved with several fibres having similar design. 980 nm pumped optical amplifiers using this type of fibre have basic characteristics suitable for applications in submarine communication systems. 30 dB gain and 3.2 dB Noise Figure were obtained with an input signal of -45 dBm and a 980 nm pump power of 10 mW.
