A variable rate video image compression system using Motion Compensated Discrete Cosine Transform (MC-DCT) coding has been developed and tested. The design of the system is based solely on the existing technology and can be implemented using commercially available hardware components. Experiments with real video images show that the video image compression system can reproduce good quality video images at less than a 1 bpp (bit per picture element) bit rate. A lower bit rate can be achieved when the highest picture quality is not required.
