Accelerated change in the coming decades will require new strategies in the development of instructional materials. This paper discusses applications of Cognitive Instructional Systems Design (CISD), and approach to designing and developing criterion-referenced instructional materials based on both behavioral and cognitive psychology. An operating assumption underlying the discussion presented in this paper is that critical reflection is an important aspect of adult learning. CISD is presented as a model with useful applications to training development projects in which the analysis of mental presentations is essential. Training for Air Traffic Control is chosen as a particular example.
