This paper describes how Thomson-CSF has designed a new generation of Multifunction Radar (ARABEL) based on a rotating electronically scanned antenna. The radar is a multifunction radar to be used either in a land-mobile configuration (medium range surface to air missile system) or in a naval configuration. The radar has to support a terminal active guided missile, therefore performing volumetric surveillance, accurate tracking and integrated missile data link for mid-course guidance. The main design constraints and system requirements are presented in terms of mobility and performances. A description of the ARABEL functions is given with a focus on the antenna design and on the radar management. The technology used in the antenna design provides the radar with advanced ECCM capabilities. The radar management provides the flexibility to face the most dramatic scenarios. A full scale engineering model is now under evaluation in a national test range to validate the ARABEL concept in a realistic environment.
