Today satellite communications provide reliable, secure, near-real-time facilities on a world wide basis, so permitting tight, centralised political control of operations to be conducted through the main shore headquarters with the minimum of delay. Ultimata have been replaced by Rules of Engagement approved by the Government. Furthermore, modern technology enables the mass of information obtained from a wide variety of sensors to be collated, analysed, assessed and displayed in digestible form very quickly. The commander on the spot may therefore no longer be the best informed on the situation. This mass of information, its processing, evaluation, decision-taking and promulgation are all encompassed in the phrase Command and Control - which is what this book is about.
