Programs are once again underway to make commercial aeronautical satellite communications services a reality. This paper provides an overview of the existing programs for tests and for introduction of operational services using the INMARSAT space segment. It does not address the associated institutional questions. The use of existing L-band satellite capacity will enable the aviation community to exploit satellite communications immediately without incuring the high costs and delays which would be associated with a system of new dedicated satellites. Use of existing capacity will also allow time for the aviation community to determine how best to provide for its longterm satellite capacity requirements.
