In response to the DOD acquisition streamlining initiative, the U.S. Army Material Command (AMC) has developed a streamlined acquisition process that has a four-year Development and Production Proveout phase as its focal point. The process requires a substantial restructuring of traditional Reliability and Maintainability (RAM) activities, in terms of both technical content and time phasing. In order to meet the four year objective, intensive front-end design maturation efforts are required. This involves the use of automated RAM design techniques. RAM-oriented R and D, and early attention to manufacturing. This paper describes the approach to RAM engineering, with respect to research and development, design and manufacturing, that has been established for the AMC streamlined acquistion process. It describes the RAM activities that pertain to technology maturation and the adjustments that must be made to the traditional design and manufacturing process in order to be able to conduct full-scale development and production proveout within four years and conduct a satisfactory production program. This engineering approach is being distributed to AMC field activities and contractors for implementation.
