JAMEX is an expert system which assists military mission planners by performing the bandloading process. This process consists of selecting proper transmitters and transmission frequencies for a Tactical Support Jammer (TSJ) aircraft. The objective of bandloading is to provide for maximal jamming of hostile ground-based radars in order to protect friendly penetrator aircraft. A structured approach was taken to the entire system development process, including the selection of problem solution methodology, the knowledge engineering process, and the human factoring built into the system. Major concerns of the JAMEX team included: (1) the domain expert's problem solving methodology should be accurately modeled in the resultant system; this includes problem decomposition, classification of the component task solutions with respect to their generic type and selection of corresponding appropriate knowledge representation and control regime; (2) bias in favor of any particular knowledge representation methodology and implementation tools/languages should be avoided during knowledge engineering; and (3) user functional and information needs should be of paramount importance in determining system design. This paper discusses these issues in the context of the JAMEX system development process and design.
