A widely recognised and much discussed problem facing army planners is the need to ensure an optimum balance of surveillance resources with an ever decreasing budget. Whereas technical advances are beginning to offer the prospect of meeting the real information needs of commanders, a number of sophisticated sensor systems are nevertheless required to achieve this. With an array of such systems deployed there is also another danger, that the quantity of information could exacerbate two existing weaknesses, namely the ability of staff and communications system to cope. What is required, therefore, is a way to use this developing capability to produce information for commanders in the most efficient way, in a form that will enhance their capability for timely tactical decision making and minimise comms overheads. This must be done by careful attention to the way data is combined and presented at various command levels; it is necessary to combine and process all information from the various sources to extract the maximum of useful data, which is what we term 'data integration'. This paper presents some of our initial work on a data integration system conceived primarily for Artillery Observation Posts (OPs), but equally applicable in principle to any forward area command post with a number of sensor systems under local control.
