Global Navigation Satellite Systems (GNSS) are widely used in different applications ranging from the military to personal navigation. GNSS is a key component of future Air Traffic Management (ATM) systems for both Navigation and Surveillance. When used together with Automatic Dependent ADS-B technology it is increasingly used for air traffic surveillance and for ground vehicles movement monitoring. In the US the FAA has put the same requirements on GNSS receiver certification for ground vehicle applications as for airborne equipage. In Europe and the rest of the world this is has not been considered necessary. There are some clear advantages to the use of nonavionic certified GNSS receivers. This paper discusses the current regulatory requirements for avionics and ground equipment and the associated standards, in the US and Europe, the advantages and disadvantages of both certified and low cost GNSS solutions, and approaches for alternative ways to mitigate the risk of position corruption in consumer solutions. The paper makes use of examples and experience from many real airport vehicle tracking applications implemented by ERA.
