The federal pipeline safety authority responsible for oversight of oil and gas transmission pipelines has issued an Industry Advisory Notice regarding the supply of substandard pipes to recent construction projects due to low yield strength characteristics. The implications of the advisory apply to both pipelines that have recently been placed into service and to future pipeline construction projects. In the case of existing pipelines, the advisory provides direct, prescriptive guidance for pipeline operators regarding the detection, investigation, and removal of pipes with potentially low yield strength. Indirectly, the federal regulators mandate tighter process controls of thermomechanical parameters to assure adequate assurance of line pipe yield strength properties. Specifically, thermomechanical rolling practices, with qualified tolerances, need to be applied and clearly communicated between the coil/plate supplier, the pipe producer and the pipeline operator. Also, disciplined procedures to address thermomechanical process deviations need to be available to the pipe manufacturer and ultimately to the pipeline operator, when necessary. The purpose of this paper is to review the details of the advisory notice and to address its implications, especially with respect to high-strength line pipe supply for future construction projects.
