Die Einführung des digitalen Zugfunks GSM-R (Global System Mobile Communication Rail) macht nicht nur in Deutschland, sondern auch europaweit deutliche Fortschritte. Die moderne Mobilfunktechnologie bildet mehr und mehr den einheitlichen Standard und trägt damit wesentlich zur Interoperabilität der Bahnsysteme in Europa bei. Die digitale Mobilfunktechnologie hat in Deutschland acht verschiedene analoge Kommunikationssysteme ersetzt. Über 25000 Streckenkilometer der DB (Deutsche Bahn) Netz AG werden mittlerweile im GSM-R-Zugfunk betrieben, rund 15000 GSM-R-Bordfunkgeräte bei den verschiedenen Eisenbahnverkehrsunternehmen wurden seit Beginn der Umstellung auf GSM-R mit SIM-Karten ausgestattet. Insgesamt waren Mitte 2010 über 35000 SIM-Karten der DB für mobile Endgeräte aller Art im GSM-R Netz aktiviert. Zudem ist bei grenzüberschreitendem Verkehr mit Nachbarstaaten Roaming möglich. Die Einrichtung aller für das Roaming notwendigen Netzverbindungen mit den anderen nationalen und internationalen Netzbetreibern muß auf einer verläßlichen und interoperablen Basis sichergestellt werden. Nach wie vor existieren aber zahlreiche Schlupflöcher, die nationale Alleingänge zulassen. Für das Wirksamwerden der Interoperabilität ist jedoch nicht nur die örtliche Implementierung der gemeinsamen Technologie GSM-R unerläßlich, sondern vor allem auch eine Harmonisierung der entsprechenden Betriebsverfahren. Das Denken und Handeln ist allzu sehr auf die nationalen Vorgaben fokussiert und endet damit noch viel zu oft an der Staatsgrenze.
GSM-R (Global System Mobile Communication Rail) the digital radio communication system for railways, offers a uniform standard, which more and more railways throughout Europe are using. GSM-R is thus making a crucial contribution to bringing the railway systems closer together. The network operators are already co-operating with one another internationally at various levels in Europe with this aim in mind. But there are still numerous hurdles to overcome, despite the very considerable volume of work already done. In this context, it would be helpful if certifications of the individual GSM-R networks and their operating methods could be introduced in a binding fashion. New interfaces between the radio-equipment systems are coming into being at the border crossings between neighbouring infrastructure managers, where there has to be an adequately dimensioned overlapping zone between the networks, and switching from one network to another must be determined independently of the operational constraints of the particular border sections. Thanks to GSM-R, it is becoming possible in many instances to eliminate the communication gaps that have existed to date in handling train movements across borders and thus to make a contribution to the desired improvement in interoperability and operating control. In doing this, it is important above all else for the railway employees to feel at ease working with such systems too.
