In diesem Beitrag werden alternative Ansätze zur Bekämpfung lokaler Marktmacht in Erdgasmärkten diskutiert mit einem besonderen Fokus auf den Ausbau bestehender Pipelinekapazitäten. In der Literatur wurde gezeigt, dass Preisdiskriminierung beim Netzzugang korrigierend bei Marktversagen wirkt und auch zur Erhöhung der Produktionsmenge (also Transportvolumina) führen kann. Im Gegensatz hierzu wird hier gezeigt, dass genau das Gegenteil zutrifft: Nichtdiskriminierender Netzzugang zum Transportsystem resultiert in Überkapazitäten und ist somit die zu bevorzugende Strategie.
In this paper, different indirect approaches are discussed to cope with local market power in natural gas markets, in particular the extension of pipeline capacity as an instrument to combat nodal market power. One perspective is that a discriminatory access price can correct for market failure and induce an increase in output. The authors argue, on the contrary, that the opposite holds: nondiscriminatory access to the pipeline system will lead to overcapacity, and is thus the preferable strategy.
