Recent sinking accidents involving over-aged ships have initiated discussions about new regulations that can improve the safety of ships. This has seriously impacted shipbuilding companies. In particular, the establishment of a standard with regard to the paint performance which the IMO (International Maritime Organisation) has been discussing requires shipbuilding industries to increase the painting work-load and to strengthen the capability of the shipyard's equipment with regard to painting so that they can to conform to the painting standards, yielding ships with higher quality. Furthermore, the advanced management of the painting process will assume more importance from the viewpoint of the life-cycle support of ships. Since painting progresses under strict schedules at painting shops or at shipbuilding docks after verifying the weather conditions, the accuracy of the amount of paint required to order and its delivery date become important factors that influence the shipbuilding cost. A shortage in the amount of paint disturbs the order of the construction process; further, surplus paint reduces the amount of storage spaces and the paint quality worsens because of long-term storage. A management system for the procurement of paints is necessary in order to make further advances in the shipbuilding industry. In this paper, a total management system for the procurement of paint is proposed that enables (1) an estimation of the amount of paint at an early design stage, (2) ordering paint in synchronisation with the painting schedule and (3) to support the formulation of a plan for the total scheduling of hull construction and painting.
