The European Railway Agency (ERA) has the challenging task of establishing common safety targets (CSTs) and common safety methods (CSMs) throughout Europe. The purpose of this paper is to provide an industrial view of the derivation of safety requirements for technical systems and the means by which compliance is to be demonstrated. A proposal is therefore presented which integrates quantitative and qualitative approaches, maintains the achieved safety level, introduces a harmonised risk acceptance criterion for technical systems in European Railways and is both cost-efficient and user-friendly. It is based on existing best practices in the railway supply industry across Europe.
