The regulation of European aviation is currently undergoing the most significant changes for the past 30 years. The Joint Aviation Authorities (JAA) are the 'club' of national aviation authorities in Europe (NAAs). The JAA's initial task was to focus on large aircraft requirements and harmonising rules throughout the European states. The JAA has also become heavily involved in aircraft type certification. As the JAA was not a national authority and thus could not carry a bilateral agreement with the Federal Aviation Administration (FAA) the EASA (European Aviation Safety Agency) was formed. EASA is responsible for design organisation approvals for organisations undertaking design of aircraft, engines, propellers and equipment. The task of granting and overseeing these approvals is the responsibility of the NAAs of the member EU states with EASA in a standardising role. One significant trend has been the increasing importance of quality assurance as part of organisation approval requirements. EASA delegates the task of checking every aspect of the design, production or continued airworthiness of aircraft to industry putting emphasis on the privileges of approved design, production and maintenance organisations to satisfy requirements without or with little reference to the regulator. Rulemaking activity has changed significantly as a result of EASA, having a system whereby rulemaking initiatives are started by the rule making directorate. Dedicated groups then are formed to address the specific rulemaking activity and disbanded on completion of that activity. From January 2007 on EASA will be responsible for certification, production, maintenance, continuing airworthiness and rulemaking in Europe.
