This paper presents the authors' work in the development of PLUMBER, a planner for multi-commodity oil pipeline transportation. The pipeline transportation problem has very unique characteristics, including challenges such as the need to deal with simultaneous actions and temporal events. Plumber mimics the way that human planners currently deal with the problem which is by using discrete event simulators as the model for the pipeline network system. It uses classical planning techniques based on forward heuristic search on a state space that is generated by the discrete event simulator. The authors show how the simulator may be tuned, in terms of event definition, to make it suitable for the planning task. The results obtained by applying PLUMBER to instances based on operational scenarios are also presented.
