A physical-statistical propagation model is proposed by combination the statistical method with Macial-Bertoni-Xia radio model. It is assumed that the building height is not deterministic variable like those in theory propagation models, but a statistical variable. The performance of the model is studied by simulating probability density functions (PDFs), cumulative distribution functions (CDFs). Finally, we emphasize the research of the second order characteristics for the proposed model. Level cross rates (LCRs) and average duration of fades (ADFs) are given by assuming that the vehicle moves at the rate of 36 kilometers per hour in building-up areas.
