Transport Sciences and Transport Policy are subject to a perception gap considering the completeness of green house emissions in road transport. Green house emissions beyond CO2 which fall also under the Kyoto protocol such as methane, nitrous oxide (catalytic converter effect) and chlorofluorocarbons (losses of cooling agents of mobile air condition and cooling units) are continuously masked out. The perception gap is illustrated at a recent opinion by the Scientific Advisory Board of the Federal Ministry of Transport (October 2002). Furthermore, it is argued that the masking out effect is suggested by the statistical reporting structure under the UN Framework Convention on Climate Change (FCCC) and ambivalent decisions on EU level.
