Operational information (the basis of all military action based on the operational sequence of 'knowledge-understanding-decision-action') is far from monolithic. And it is becoming more and more complex with the emergence of new technologies, which transform the traditional production-consumption cycle, involving solely human agents, into a complex cascade of interdependencies in which the human agent is no longer necessarily involved. In certain areas, operational efficiency can be optimized using active information systems which do not require human involvement. But at the same time, perceptions of a situation may diverge, owing to technical issues and diversity in operational needs.
