In this paper the author will develop the themes briefly touched on in this short abstract. As we go into the 21st century the pace of change in technology dedicated to travel and transport continues to be rapid. The motor industry strives to keep its product up to date, while at the same time it is the job of the transport authorities in the Member States to match this development with respect to the fixed infrastructure. The European Commission tries to make a positive contribution in particular with regard to the development of the Trans-European Network TEN. Following the White Paper on 'European Transport Policy for 2010 - time to decide' the Commission services together with the Member States are working on strengthening the Trans-European Road Network taking advantage of developments which come largely from the programmes of European funded research. This research product from the past decade has enabled new standards to be pursued through CEN & CENELEC in a wide range of intelligent transport systems (ITS) that are expected to lead to greater technical interoperability across Europe. Our intention is to couple the progress in standards with the administrative interoperability to provide seamless travel and transport opportunities to European Citizens. Six Euro-Regional projects are progressing the implementation of ITS on the Trans-European Road Networks and switching the emphasis from the systems themselves towards the services they can provide such as Travel and Traffic Information, Freight & Fleet Management, Management & Control of the Road Network, Electronic Fee Collection (for which a Directive covering interoperability of EFC is in preparation) and Emergency & Incident Handling. This latter area is closely connected to the White Paper objective of making an impact on Road Safety where two linked initiatives are under way - the European Road Safety Action Plan and its technology related eSafety counterpart. Initiatives on Road Safety include, amongst others, a Directive to improve safety in long tunnels and discussions that could lead to an Electronic Vehicle Identification (EVI) tag that can act as a basis for many interesting applications of public interest such as detection of stolen vehicles, traffic monitoring and enforcement, road pricing etc. This EVI tag together with the satellite and positioning system Galileo currently under development by the Commission together with the European Space Agency could provide the building blocks for a whole range of new services. Discussions are also under way to clarify the advantages and uses of Intelligent Speed Adaptation for vehicles and for accident data recorders.
