The world's global trade system, particularly containerised shipping, was hardly secure. Until now, an exporter could tender an ocean shipment simply described as freight all kinds or general department store merchandise. While this was not typically the case for fashion and apparel manufacturers, who often for reasons of quota and duty payments must report precisely the nature and makeup of products shipped, the vast majority of global freight moved under these dubiously vague descriptions. Not any more. Effective December 2nd, US Customs requires ship operators to provide their vessel manifest 24 hours before cargoes are loaded on an US-bound ship. The manifest must be filed electronically over US Customs' AMS (automatd manifest system). The GTN portal is a web-based technology platform that automates and streamlines ocean shipping. The portal is sponsored by leading ocean lines, whose fleets provide over 40 % of global shipping capacity. Exporters or forwarders can use the software, which is hosted on the GTN website, at no charge. All users need is a web browser and an Internet connection. The documentation management software on GTN enables exporters to create their bill of lading online, over a secure Internet connection. That is sent electronically into the carrier's systems, which are integrated with the portal. Through standardisation, a single bill-of-lading form can be used with all GTN carriers. Exporters expend far less time getting critical shipment information to the lines, and they get it there faster, easing the burden of compliance, and making sure their goods are not left on the dock. In operation for nearly two years, the GTN portal was gaining favour with apparel manufacturers even before the new security rules. From a practical standpoint, the new regulations mean that the shipping industry's traditionally manual, paper-based processes must perish. Apparel manufacturers who take advantage of available technology can manage the new rules with minimal impact on their business, and even bring efficiencies to their supply chains.
