Ultraviolet (UV) technology offers incremental, low-cost, near-term improvements in runway incursion prevention and other enhancements to aviation safety, as well as increases in airport throughput capacity, i.e., a reduction in delays. Specifically, the fog penetrating capability of UV can be applied to: (1) prevent runway incursions, providing a simple "in situ" monitoring and control scheme as an alternative to the radar, multilateralism, and multiple aircraft tracking and conformance monitoring computer systems that are currently planned for large airports; (2) maintain traffic movement at visual tempo rates during low visibility conditions, accomplished by using FogEye sensors to notify the controller as an aircraft is passing through an intersection of two runways, thereby allowing him to expedite takeoff and landing operations on the crossing runways during low visibility; (3) provide the tower controller with airport surface surveillance; and (4) provide pilots and vehicle operators with surface movement self-guidance, allowing them to view the actual locations of FogEye augmented runway and taxiway lights and identify each light and its function, thereby independently determine their locations and confirm their directions of travel.
