Global reach of CONUS-based forces requires an end-to-end strategic logistics capability. In this regard within the Amercian Departement of Defense (DoD), all of the Services are revolutionizing how they will perform logistics in this next century. The Revolution in Military Logistics (RML) represents one of the most clearly defined fundamental changes in how logistics support will be provided to combatant forces in the 21st century. The RML requires a transformation of business processes and infrastructure from a supply-based to what is described as a dsitribution-based logistics system. To enable this paradigm shift, the new logistics system must first be supported by a single integrated logistics information system. The Army's logistics modernization vision is to achieve a higher military support capability, leveraging technology, information and logistics systems to project and sustain America's Army in the 21st century. The tenets of this vision depict an agile logistics force precisely controlling a distribution-based logistics system. The system would trade logistics mass for logistics velocity to provide the right stuff at the right place at the right time - clearly a transportation core capabilty. Of the six tenets (Seamless Logistics System, Distribution-Based Logistics, Agile Infrastructure, Total Asset Visibility, Rapid Force Projection, and Adequate Logistics Footprint), four (Seamless Logistics System, Disctribution-Based Logistics, Agile Infrastructure, and Rapid Force Projection) directly rely on major enhancements in the transportation function. The other two both imply major impact on and within the environment transporters work.
