The effort to modernize the Federal Aviation Administration's automated air traffic control system is about to reach fruition, with an incremental software-intensive approach that could save airlines billions of dollars each year while increasing passenger safety. The effort, called Free Flight, will give air traffic controllers and pilots hitherto unheard-of capabilities to make minute en-route corrections in flight paths and will also let controllers choreograph landings at crowded airports more efficiently. Preliminary tests of some of the new software at Dallas-Fort Worth International Airport yielded savings of two minutes per flight; the software could also save as much as$800 million annually.
