The 1990 Clean Air Act Amendments required the Environmental Protection Agency (EPA) to review and revise regulations so that vehicles are tested ''under circumstances which reflect the actual current driving conditions''. EPA's review resulted in a final ruling in August 1996 to incorporate new USO6 and SCO3 emissions into the Federal Test Procedure. These two additional tests are combined into the Supplemental Federal Test Procedure (SFTP). The SCO3 emissions test is to characterize exhaust emissions during air conditioning (A/C) operation and is conducted in a full environmental test facility for vehicles produced during or after the 2003 MY. A full environmental SCO3 test facility has been implemented at the Allen Park Test Laboratories of Ford Motor Company by adding capabilities for solar simulation and vehicle frontal wind simulation to an existing Cold CO/Running Loss emission test cell. The paper describes the design, development, and implementation of the SCO3 test facility. It includes key specifications, functional capabilities, and performance of solar and vehicle frontal wind simulations.
