Aircraft system management 'culture' must change to meet the 1990-2000 requirements. Meeting stringent affordability requirements, effectively and fully integrating new aircraft system technology, meeting difficult, new but essential reliability, maintainability, supportability, and producibility requirements cannot be accomplished using: current program oganization approaches, lack of adequate standardization, managers and engineers with inadequate interdisciplinary education and training, and current unintegrated management systems technology. The current system is under attack in the Congress and by the media. Innovations in progress reporting to the Congress and the public must be made to provide balanced, objective status on any major program. Specific innovations in systems management are described to meet these new requirements. These include new and expanded interdisciplinary education and training programs, revised program organization structures, a major and continuing expansion in standardization. definition and implementation of truly integrated management systems architectures, a fresh approach to reporting progress status to the Congress and the public, and the implementation of relevant recommendations of the Packard Commission. Some significant cultural change is essential to meet 2000 system management requirements.
