This report describes general procedures for fracture mechanics analysis that are applicable to all types of steel structures. Specific examples are presented for the case of pressure tank cars subjected to accident environments. The service experience record of lading losses, involving both ductile and brittle behavior of tank car steels, is examined by a review of the data presented in previously issued reports. The fracture properties of old steels, presently used steels and steels that may be considered for future tank car fabrication are examined, in order to deduce the probable effects of improved low temperature fracture properties. The low rate of tank car brittle fracture experience, for the old and presently used tank car steels, is explained by the structural integrity factors of high quality design and fabrication practices. The guideline system for fracture mechanics analysis is documented to provide a reliable basis for examining the relative values of various structural design factors.
