In response to strong demand for fuel saving in sea transportation, recently many measures have been developed and further new various ones are being proposed still now. For the purpose of assessing the effectiveness of those measures, in this paper, the fuel consumption structure of the ship energy system is investigated and all components having influence on fuel consumption are identified. Various fuel saving techniques corresponding to each component thus identified are assessed from the view point that their effectiveness can be measured by the improvement reate of the transportation energy performance, that is, the energy required to transport a unit cargo in a unit distance, kJ/t.km. The results are illustrated in a single diagram which can be conveniently used to assess the effectiveness of any counterplan for fuel saving. The paper further analyzes in detail the characteristics of some important factors having influence on the transportation energy performance such as the roughness of outer hull and propeller surface, the waste heat recovery and the cargo holding performance.
