The design of solid rockets for current tactical applications is briefly examined. It is shown that current methods for characterizing nonsteady ballistic properties are inadequate for the 'tactical' problem. Examination of the required test arrays shows that enhancement of cost effectiveness demands methodologies that are internally repetitive and cover a range of independent variables in each test. Application of digital signal processing techniques to the rotating valve apparatus is explored and it is shown that this can lead to an FxR fold increase in cost effectiveness. Defects of the rotating apparatus are examined and it is shown that these problems can be overcome, in principle, by combining a magnetic velocimeter with the rotating valve apparatus. Further applications of the magnetic velocimeter as a diagnostic aid are lightly touched on. (Kursetz)
