Underwater nondestructive examination of ships' huls can avoid drydock costs, help plan overhaul work packages, and provide situation assessments both before and after underwater repair and maintenance work is performed. Unfortunately, however, the Navy has few divers qualified to adequate levels in nondestructive testing, and even if such trained divers were available, the underwater invironment is often too adverse to permit the diver to function effectively as an inspector. An alternative to giving inspection responsibilities to the diver is to develop NDE hardware that is substantially independent of the diver's skill, talent, and experience. In the areas of stereophotography, ultrasonic and magnetic particle inspections, the Naval Coastal Systems Center (NCSC) has been sponsored by the Naval Sea Systems Command, Director of Ocean Engineering, to develop just such hardware systems. The diver's responsibilities are limited, as much as possible, to gathering hard copy evidence of hull conditions; this evidence is reviewed by, and judgements are made by qualified inspectors or engineers.
