The Navy-Coast Guard Board (NAVGUARD Board) was established in 1980 to review Coast Guard wartime taskings. The board reaffirmed the traditional wartime roles of the Coast Guard and also identified three new areas of potential Coast Guard participation: mine countermeasures, harbor defense and naval control of shipping. A second NAVGUARD Board study in 1982 recommended the creation of two Maritime Defense Zones (MDZs) commanded by Coast Guard vice admirals. The article describes the MDZs' C3I roles and architectures.
