During the past 10 years, the Air Force Human Resources Labatory at Lowry Air Force Base, Colorado, developed and demonstrated a large-scale computer-based instruction (CBI) system for the development, delivery, and management of technical training. This effort was completed in 1979. A new program to update this instructional support software (TSS) system into a cost-effective version using current computer hardware and software technology has begun. Use of the new Department of Defense (DoD) computer language Ada, along with modularization of the system into functional groupings, are key aspects of this effort. By breaking the system into smaller packages, the range of hardware on which the system can run is greatly extended. Machine independency is being addressed by the use of generalized functions within the program itself, which is then interfaced to a virtual machine interface module which provides the hardware specific calls to the operating system of the host computer. The system will be applicable anywhere from small stand-alone mini/microcomputers operating individual modules, all the way up through large mainframe computers servicing many users interactively. The first implementations will be on a VAX 11/780 a large microcomputer system supporting several users, and a very small microcomputer supporting one user. The instructional support software (ISS) produced in this effort is intended to be in the public domain, so that it may be accessible to all interested users. This paper describes the technical approach being followed to enhance independence, modularity, and usability.
