The control of military satellite communications (MILSATCOM) involves a mix of operational and technical challenges. Operationally, MILSATCOM must be managed as major resources of the defense communications system (DCS). Technically, MILSATCOM systems must support end-to-end user connectivity in a potentially fluid, dynamically changing environment. The three key issues are system management, communication protocols, and control system architecture. Each issue is illustrated with its own model. These models are: DCS SYSCON - DCS's definition of system control, ISO model of OSI, and the Elemental Model - a commonly used model is the division of the physical resources of the communication system into three segments, and assignment of control tasks to one or another of the segments to achieve required system performance characteristics.
