Presently lacking in the US Navy is the evolution of C3 philosophy required to validate and incorporate ESM capabilities into Rules of Engagement and Clear to Fire criteria. Tactical commanders and the National Command Authorities (the source of Rules of Engagement philosophy) have not as yet realistically assessed a fundamental tenet of modern warfare: all known and projected wide area command and control communications links (at sea) are vulnerable to ECM. It therefore follows that personnel in weapon carrying and surveillance platforms must possess the means and authority to attack independently when C3 breaks down. Just as importantly, this individual action must make effective use of scarce, long range weapons if US forces are outnumbered, as virturally all scenarios predict. An onboard classification capability based on Electronic Support Measures offers a viable solution to this problem.
