The progression from large scale integration of circuits to very large scale integration (VLSI) will provide the circuit, module, subsystem, and system designers with the flexibility they need to address some system problems previously left unresolved. The predicted decrease in hardware costs will allow a greater degree of redundancy, and designs for fault tolerance and self-repair will be economically and physically feasible. The need for technology insertion in tactical programs is recognized. This applies not only to the information processing function, but to the data collection, transmission, storage, and display elements as well. The vehicle to economically accomplish this is emulation, and standardization at the level appropriate for the evolutionary period.
