The structure of a hierarchical control system is considered using the example of a railroad freight station, and a range of optimization problems is determined which can be solved by operative planning of the work of the freight station on a computer. By analyzing the functioning of the system the interaction between its individual subsystems is determined, a global economic-mathematical model is constructed, and its decomposition into local problems is described. A numerical example which illustrates the approach and procedure for the decomposition of the global problem is solved.
