The development and role of the Navy's fleet satellite communications (FLTSATCOM) and 'GAPFILLER' Satellite Communications Systems are in maritime communications are described. FLTSATCOM is designed to assume a large part of the Fleet's long range command and control and tactical ship-shore communications load. Four satellites will provide world-wide coverage. The fleet broadcasts, one-way teleprinter channels multiplexed on HF, MF and LF radio frequencies, will be shifted to satellite relay. The information to be handled by secure, digital links controlled and operated by computers interfacing with the Defense Communications System through Naval Communication Stations (NAVCOMMSTAS) ashore. The program is part of the overall fleet modernization to improve ship-shore communications and ultimately realize long term savings in reduced manpower and shore facilities that support fleet communications.
