The Federal Administration (FAA) has initiated a total modernization of its Air Traffic Control (ATC) automation system. System characteristics are: large size (on the order of one million lines of application code), real-time, data processing availability requirements approach 1, a system life of 20-30 years, changes in functions and data sources over time, and implementation without interruption of ATC service. Above all, it is an integral component of a total man-machine system needed to perform Air Traffic Control. In recognition of this fact, FAA has made man-machine interface (MMI) concerns an integral part of the program, from initial functional and performance requirements definition, through hardware/software design and prototype test and evaluation, to final system implementation. While the prime contracts for the design, development, and implementation of the system have been appropriately structured, the primary agent for ensuring that MMI requirements are stated properly and that MMI is an integral part of the design, development, and implementation process is a team of 15 active controllers augmented by a fulltime multidisciplinary group of MMI experts. This paper discusses the approach that FAA has adopted to integrate MMI into the total system design process, in particular, the role of the team of controllers and MMI experts.
