At a simple two stage set of traffic signals vehicles wishing to make a right turn do so in gaps in the opposing flow or make their turn in the intergreen period at the end of the stage. Where flows are heavy enough to cause difficulties for right turning vehicles, the simplest remedy is to provide an 'overlap' stage. While allowing turns to be made in gaps in the opposing flow, this provides a stage in the cycle where the opposing is held by the signals to allow an unopposed right turn. There are two ways in which this facilitiy can be provided. Either the right turn stage can be provided before the main stage to give what is known as 'late release' staging (also sometimes referred to as 'early start') or it can be provided after the main stage when it is knownas 'early cut-off'. This paper compares the operational characteristics of these two types of staging and reports on recent experiments and investigations done by Greater Manchester Council.
