The road transport system is the most important means of moving goods and people in the majority of developed countries. In Great Britain during 1983 (1) 58 per cent of good movement, some 100 billion tonne kilometres, took place by road. Roads were even more important for passenger transport, 461 billion passenger kilometres, 92 per cent of all passenger travel, taking place on the network. The road traffic volume is expected to increase at a faster rate than the growth in the road network and increasingly, therefore, this will be an incentive to maximise the use of the network and operate the road system in ways which minimise costly delay to people and goods. Since an average British household already spends about 15 per cent of its total expenditure on trans port and travel, about Pfund 20 a week, there is also likely to be a growing consumer awareness of this increased traffic and a demand for ways of mitigating the bad side effects.
