The FAA has contracted for installation of an improved type of landing system, the microwave landing system (MLS) to replace the currently used instrument landing system (ILS). The ILS allows the use of a single straight line approach to the runway. The MLS, on the other hand, provides navigation information to aircraft within azimuth angles up to 60 degrees from the runway centerline, and up to 30 degrees elevation above the runway surface. Swept microwave (5 GHz) beams are provided so that the aircraft crew can determine their angular location, in azimuth and elevation, from the runway. In addition, distance measuring equipment (DME) is used to determine the range between the aircraft and the runway. This report describes a MLS certification system based on the Global Positioning System (GPS). Signals from the GPS satellites, together with on-board radar altimetry, are used to determine the position history of the flight inspection aircraft during runway approach. The GPS receivers would operate without requiring knowledge of the restricted access precision (P) code.
